Agenda for the Regular Meeting of Council of the District of Lantzville to be held on Wednesday, November 26, 2025, at 06:00 PM in the Council Chamber, Municipal Hall - 2nd Floor, 7192 Lantzville Road, Lantzville, BC

 

Council members may attend this meeting in person, or electronically (except for the Mayor) for a hybrid meeting (per the Community Charter and the Council Procedure Bylaw).  For in-person and hybrid meetings, the Council Chamber will be open for the public to attend.  Due to limited seating, the public is encouraged to view the open portion of the meeting starting at 06:00 PM via the livestream, and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lanzville.ca, written comments by noon the day of the meeting and emailed to [email protected], or in person.  Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill.  Members of the public remain seated unless invited to address Council.  Meetings recorded by the District of Lantzville may be viewed on demand at lantzville.ca.

 

Public input regarding personnel matters, legal action, nominated political candidates, applications for grants in aid, and past public hearing topics will not be included or will be severed.

    THAT “District of Lantzville Official Community Plan Bylaw No. 150, 2019, Amendment (7261 Lantzville Road) Bylaw No. 420, 2025” be given first reading.

     

    THAT “District of Lantzville Zoning Bylaw No. 180, 2020, Amendment (7261 Lantzville Road) Bylaw No. 421, 2025” be given first reading.

     

    THAT a public information meeting be hosted with the surrounding neighborhood to collect input on the application, and a report back to Council on the outcomes of the public information meeting be provided prior to scheduling the required Public Hearing.

    THAT the draft copy of “District of Lantzville Development Cost Charge Bylaw No. 422, 2025” be received for information. 

     

    THAT Council authorizes staff to post a copy of “District of Lantzville Development Cost Charge Bylaw No. 422, 2025” on the District of Lantzville website for public review, AND FURTHER THAT two public/stakeholder’s engagement meetings be scheduled prior to first reading.

    THAT the following items be referred to the Design Committee in order to recommend a design to Council and for the Committee’s Design Consultant to implement in consultation with Public Works, each of these designs which are approved by Council;

     

    1. Complete the Jacks Road beach road end per the Council motion of February 21, 2024, by designing some infill greenery on the east side of the path;

     

    2. Make proposed amendments to the Koers Design dated April 2020 for the Lavender Beach Road End;

     

    3. Design improvements for the Harper Road beach road end;

     

    4. Design the completion of the narrow strip of public land on the north side of the north walkway of Phase Two Village Improvement bordering the Halliwell property;

     

    AND FURTHER THAT the Design Committee Consultant, in consultation with Public Works, implement the Legion Plaza design approved by Council on November 6, 2024 and November 20, 2024;

     

    AND FURTHER THAT the Design Committee Consultant be funded by the Council One Time Projects Reserve and the implementation of the Legion Plaza be funded by the funds already allocated for the Legion Plaza.

    THAT staff bring to Council the Lantzville Tree Bylaw, Watercourse Protection DPA and drainage/stormwater management Bylaws for Council to review for loopholes.

    THAT Council directs staff to work with the relevant property owners to hold an online/webinar information session for the proposed rezoning of 7704, 7780, and 7840 Superior Road prior to a public hearing, and to provide at least two weeks' public notice of this online information session.

    THAT the 2026 Council Meeting Schedule be approved as attached to the November 26, 2025, staff report; AND FURTHER THAT staff be authorized to publish notice of availability of the schedule.

    THAT Council directs staff to work with the relevant property WHEREAS Council has discussed the option of installing volleyball nets somewhere in Lantzville, and Volleyball BC is offering grants of up to $35,000 for the installation of outdoor volleyball nets; THEREFORE BE IT RESOLVED THAT Council directs staff to put a placeholder in the 2026-2030 Financial Plan for the installation of volleyball nets if Council should, at a future meeting, resolve to apply for this grant; AND BE IT FURTHER RESOLVED THAT Council refers the idea of public volleyball nets to the Parks & Trails Committee to make recommendations of location(s) during a 2026 Parks & Trails Committee meeting, so that Council can consider these locations and whether this is a priority during its 2026 Financial Plan deliberations.

  • THAT the regular Council meeting be closed to the public, pursuant to sections 90(1)(a), (c), (d), and (k) of the Community Charter, for the purpose of considering:

     

    (a)  personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

     

    (c)  labour relations or other employee relations;

     

    (d)  the security of the property of the municipality;

     

    (k)  negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to hard the interests of the municipality if they were held in public;

     

    Following adoption of the above motion, the meeting will be closed to the public.
